Pluralist city hall in Kayseri is a public building that brings the citizens together and can freely express their ideas, wishes, and thoughts. In line with the analysis and data, the inadequacy of recycling and upcycling activities in Kayseri has been determined. This building aims that the city's citizens will have a voice by producing with the concept of up-cycling. Production with upcycling deals with the concepts of respect for nature and awareness. It aims to develop non-profit organizations, the public, universities, and other organizations for project production with an ordinary mind. The building area is between the biggest park in Kayseri square and the historical Kurşunlu mosque; there is a level difference between the park and the land. Existing axles have been preserved, the central axle has been strengthened, and the connection between the land and the park has been realized with wide and spacious stairs. It is aimed to increase ecological life with step stones used in different scales. The goal of integrating the park and the building with the environmental approach has been determined so that the concept of respect for nature, awareness, and upcycling will become more inviting. The central axis between the historical madrasa and the Kurşunlu mosque was created, and the entrance of the building was integrated into this axis. The building consists of two blocks, the main building, production, research, education, areas where discussions will take place, and meeting places with stakeholders. In the other block, there are conference, seminar rooms, and the library. The seminar hall was placed on the side of the park, the foldable wall, stairs, and the park were connected, and open spaces were created in the park, creating both a square, an exhibition area, and a discussion environment.
